Mr. Mohammed Ehsan Zia was the Minister of Rural Rehabilitation and Development from 2006 to 2010. He had joined the Ministry as a Policy Advisor in 2002 and was appointed Deputy Minister in 2004. He has worked in management and advisory positions for humanitarian and post-conflict programs in Afghanistan since 1988, including with international aid agencies such as the Norwegian Afghanistan Committee, German-Afghan Foundation, and Norwegian Church Aid. He pursued higher education in post-war reconstruction studies at the University of York.
